1. The Base condition of Technique Center
1) Organization and functions
Technique Center establishes a Technique Center Committee (TCC) formed by 1 director, 2 assistant directors and 6 commissioners. They manage the workers of technique innovation and product development. They also examine, check and review all the results had been made.
There are four departments as follows:
a. Institute: It is charged of developing new products, introducing new material, new technique and new craftwork. Based on the developing status in quo and the market requirements, the institute has to confirm the emphases of research and the direction of main attack, provide technique consultation, perform cooperation with some universities and upgrade the research ability and developing level. For example, she has developed an electronic ballast of HID lamp on top level.
b. Tech Reform Office: It is charged of layout of major items of tech reform & importing items, investigating of feasibility, organizing technique communion & negotiation and managing of item performing.
c. Laboratory: It is charged of product quality test and new product investigating.
d. Tech Center Office: It is charged of setting down the project of technique innovation; managing the procedures of technique innovation; collecting, translating and analyzing the information of home market & abroad market; judging the results of investigating; establishing encouragement plan; organizing technical training.
e. Financial Office: It is charged of managing all accounts, editing and supervising yearly budget.
2) Orientation of Research
a. Develop new product of high efficiency & energy saving: Along with the idea of circumstance protection increasing day by day, there is needful to develop new lamp product with high efficiency, energy saving and circumstance protection type. Such as the electronic ballast for HID lamp with high power, high efficiency and energy saving, and the fluorescence lamp of electrode-less & high-frequency discharge, etc.
b. Develop lighting electrics of intelligent type: Based on computer control system, the lighting fixture can satisfy the requirements of timing, light-efficiency control and so on.
c. Development of lighting electrics of multi-function: Such as multi-voltage ballast, one ballast drives some lamps and so on.
3) Develop or research methods
Develop method: The first, attract excellent person with ability to increasing man power for developing new products and adopting new technology, new arts and new equipment; elevate technique level continuously. The second, along the way of linking factory, university and research institute, we will continuously cooperate with Fuzhou University, Zhejiang University and Fudan University and so on, let them become our tech support and man-power support. The third, invite public bidding for one technique or one product, carry out independent developing or cooperating developing.
4) Building of Technique Center
a. Building a team for investigating & developing: In order to suit the development of the Company, Technique Center introduces some masters and doctors of photo-electronic & physic electronic technology, they will be fostered and trained for 3-5 years, and then became leaders for research & development of some advanced techniques. At the same time, in order to improve the age-configuration and knowledge-configuration, Technique Center will also employ 3-5 graduates from ivy universities yearly.
b. Developing and testing condition: The Company increase investment of hardware for the Technique Center, buy enough advanced testing equipments, meters and testing system of present age level.
c. Outlay devotion for Technique Center: The outlay of Technique Center has been listed into Company outlay budget, and doesn’t less then 5% of the selling-income of lighting electrics. It is used for development of new products and new techniques.
5) Target and task
The target of Technique Center is to develop lighting electrics of advanced level (home market) and international level (abroad market) continuously. She will absorb abroad advanced technology, direct the equipment reform and techniques reform. The research and development of new product must form a combine of short, middle and long time. Based on this “short, middle and long time combine”, our company can maintain the leading condition in China lighting electrics industry, even in international lighting electrics industry, for a very long time. In order to realize the target, we have a task of finishing more then one new product developments, more then two new technologies and more then ten product reforms or arts reform, every year.
6) Name of cooperation units and cooperation mode, content and progress:
a. Electric Department of Fuzhou University: Cooperation mode is providing technique service and consultation. Cooperation content is development of high power HID lamp electronic ballast. Cooperation progress: Now, HID lamp electronic ballast, power less then 400 W, had been developed. The develop of HID lamp electronic ballast of power more then 400 W and its porcelain base of LSI is begin.
b. High & New Tech Develop Company of Zhejiang University: Cooperation mode is tech cooperation and the content is a production line of fixture housing painting.
c. Electro-Photo Department of Fudan University: Cooperation mode is providing technique service and consultation. Cooperation content is electrodeless and HF discharge fluorescence lamp.
7) A Brief to Technique Center Director
Mr. Chen He Ping: The Director of Technique Center, vice chief engineer of the Company, high rank engineer of electronic and the Director of the Research Institute. He is graduated from Fuzhou University and accomplished in developing of lighting electronic product and radio technique. He takes charge of developing the HID lamp electronic ballast, resolve the problem of “Acoustic resonance” successfully and the technique index reaches the standard of a few international companies. The high power product had also been developed, no other company over the world can produce so high power product. He still guides some doctor and master to work on the field of high power electronic ballast and electrodeless lamp.

The excellent effect of this Provincial Level Technique Center
a. Since 1999, the Company successfully developed ballast, suited to America market, type CWA & HX for HID lamp. There are 23 specs, and all reach 1990s level of America similar products. Parts of which are better then America similar products, and 8 specs of which had been passed UL and CAS certification, no same products of other company in China reach this level. These products had been exported in batches to America market, 3,002,000 USD every year. These products put into China market firstly.
b. At the end of 2000, we successfully developed HID ballast of “one ballast runs two lamps, and for short “one run two”. State Patent Bureau receives our invention-patent application, and we had submitted America invention-patent application. The power loss of these ballast decreases about 50% then common ballast, and has advantages of small, light, saving a great lot of copper & steel, high ratio of performance/cost and high competitiveness. Now, it has been exported to America etc.
c. HID lamp electronic ballast developed by the Company gained State Invention Patent, in which our Research Institute resolves the problem of “Acoustic resonance” successfully and all technique index leads over the world. Now, we signed an agreement of “sole distribution agent over the seven seas” with Philips Company. It has advantages of stable power output and small loss. Based on the testing record, loss of electronic ballast is less then 7% smaller then that 35-50% of inductance ballast. If people use 1,000,000 lamps of 400W, and all of them matched with electronic ballast, operate all lamps 10 hours every day, now we will save electric energy of 110,000,000 kWh for one day! It has very high social and economy benefit. It is our major developing item, and will be substitute product for inductance ballast.
d. The company has developed CD series of electronic igniter for HPS lamp and ballast for MH lamp early or late. They had been commended as saving energy lighting products by State Economy & Trade committee, State Plan committee and State Scientific Committee. In order to develop abroad market, the Company design ballast and high level capacitor of rated temperature 100 0C, specially aim at the America or Europe standard. These products had passed the UL & CAS certification. These products had been exported in batches to America market, 3,000,000 USD in 2000. And it may be 5,000,000 USD this year. The Company exerts his own ascendant, developed electronic ballast of high pressure gas discharge lamp, resolves the problem of “Acoustic resonance” successfully and the technique index reaches the standard of a few international companies. The company has also developed new type energy saving MH lamp, one run two or one run three Multi-Function ballast this year. These are welcome especially to America customer. For last few years, we have developed more then 50 new products. Our sale ranks Number 3 for 3 years in the craft brothers in China, and becomes one of the one of the top enterprises of self-matching in lighting industry in China.
